Turkey ETS in one paragraph
Turkey's Emissions Trading System is set up under Climate Law No. 7552, passed on 2 July 2025. The ETS Regulation was published and came into force on 27 August 2026. A pilot covers 2026 and 2027 emissions, then the first full phase runs from 2028 to 2035.
Who's covered
| Category | Annual emissions |
|---|---|
| Category B | Above 50,000 tCO2e, up to 500,000 tCO2e |
| Category C | Above 500,000 tCO2e |
Schools, universities, hospitals and defence facilities are excluded for those activities. Gas and crude oil transmission and storage are excluded until the end of the first phase, but MRV still applies. Biomass CO2 isn't counted.

Pilot allocation
Free allocation for 2027 emissions is 100%. No banking or borrowing in the pilot. Offsets only if the Carbon Market Board sets scope and limits. Some details in the draft regulation, like reduced penalties, didn't make the final text, so don't rely on older summaries.
MRV checklist
- Map every emission source per installation: combustion, process, fugitive.
- Write a monitoring plan and get it approved by the Directorate of Climate Change.
- Check your GHG emissions permit status. Permits last 5 years. Existing installations have a three-year transition from the Climate Law.
- Lock down data: fuel invoices, meter readings, calibration records, lab analyses.
- Book a verifier accredited by TÜRKAK under ISO/IEC 17029 early. Capacity will be tight before April.
- Run a dry-run 2026 report by January 2027 so there's time to fix gaps.
Link to CBAM and TSRS
The same installation data feeds CBAM embedded emissions and TSRS climate disclosures. Build it once.

How Breathe ESG helps
Collect the data once, report it many times. Energy bills, fuel records, production data and supplier inputs go into one governed dataset that feeds TSRS-style ISSB disclosures, CBAM, CDP, GRI and CSRD.
- Platform: Scope 1, 2 and 3 calculations, supplier data collection, audit trails and framework-ready outputs.
- People: ESG consulting and fractional CSOs when your team is stretched.
- Training: Breathe Academy so your team owns the process.
- Community: Breathe Zero, a community of ESG professionals.
